What you need to know about Do Not Call Laws and your Cell Phone privacy
FTC and FCC Rule(s) making basically says:
Telemarketers can not call your cell phone using an automatic telephone dialing system (a computer) or an artificial or prerecorded message to any wireless telephone number.
A cell phone can be called, as long as the cell phone number was dialed by hand, unless the cell phone number is on the Do Not Call Registry or you have made a specific request to the same caller, prior, requesting to be put on that callersDo Not Call in-house list. In essence the same Do Not Call rules apply to a cell phone number as they do to a landline number. In addition, time of day and "in-house" rules apply to calls to wireless numbers as well.
YES - Wireless numbers may be added to "national" DNC registry.
Some states have there own rules or enforce they FTC & FCC rule(s). Regardless the FTC & FCC rule apply as a minimum.

National Do Not Call Registry
The National Do Not Call Registry is open for business, putting consumers in charge of the telemarketing calls they get at home. The Federal government created the national registry to make it easier and more efficient for you to stop getting telemarketing calls you don’t want. You can register online at WWW.DONOTCALL.GOV or call toll-free, 1-888-382-1222 (TTY 1-866-290-4236), from the number you wish to register. Registration is free.
The Federal Trade Commission, the Federal Communications Commission, and the states are enforcing the National Do Not Call Registry. Placing your number on the registry will stop most, but not all, telemarketing calls.

FTC: National Do Not Call Registry Accepts Both Cell Phone and Home Phone Numbers
The Federal Trade Commission reminds consumers that the National Do Not Call Registry has accepted personal cell
phone and home phone number registrations since it opened for consumer registrations in June 2003. There is no deadline to register a home or cell phone number on the Registry.
